I disagree with the editorial. Whereas there could also be good causes for having folks are available to work, the editorial doesn’t deal with these. As a substitute, it boils down to 2 assertions: (1) The general public’s enterprise must be carried out in particular person, not nearly; and (2) We have to repopulate downtown.
So far as (1), most public-employee jobs don’t contain interacting with the general public face-to-face. That argument is clueless rhetoric. So far as (2), filling up public sidewalks just isn’t in anyone’s job description. If you wish to power folks to commute downtown simply to extend folks on the road and help downtown companies, it is best to pay them for his or her commute time!
